Strategy and Operations

OUR MINISTRY STRATEGY: 
Provide clean and safe housing with affordable, nutritious food in a dormitory across from the Phnom Penh Church and Training Center. The initial complex would be built to house 186 young women in thirty-one rooms with six persons per room.
The complex would be gated and guarded twenty-four hours per day and laundry and cafeteria facilities would be available. Cost would be five dollars per month per person in addition to meals. Women would be selected from different factories and six women from each factor shift would share a single room. As many as thirty-one factories could be a part of this project; however, if two shifts from a single factory are selected then the number could be as low as 16 factories.

Evangelism would take place at the Phnom Penh Training Center, which adjoins the center and youth teams will survey the factories in order to women select women based upon their interest in the Gospel. Selected girls would be trained as kingdom workers and through the grace of God will be enabled to evangelize to the 1000-5000 workers in their own factories. 
Our plan is to hold bible studies between shift changes at the Training Center facility for up to 500 young women. Transportation and refreshments would be provided and bible studies will be limited in time to accommodate the schedules of the women. Additionally, a special one hour church would be held during shift changes. A career alternative assistance program will be developed by connecting interested women with other non-government organizations specializing in other career areas. (Secretarial skills, English Classes, Music and Arts, Clothing Manufacture and Design, Theological Study, Nursing and Medical Technicians)

The home will be a Christian facility under the direction of the Foursquare Church. Prior to admission, each woman will be required to sign an agreement setting forth the required ethical conduct and the terms for dismissal. (This will be done to protect the facility from recruiters for prostitution) The immediate supervisor will be the building manager – a mature married woman of proven character and administrative and ministerial qualities with a husband who would provide maintenance and ministerial oversight as well. A guard house would be constructed near the gate and manned twenty-four hours a day for additional security.

Facility Operation And Administration:
The building manager will handle occupant selection and disciplinary oversight under the direction of the Training Center board of directors, appointed by the National Board of Directors of the Cambodian Foursquare Church. Occupants will be given a six month lease with eligibility for renewal based upon the manager’s approval and their sincere interest in reaching out to their fellow workers. These girls will be required to pay a rental fee of $5.00US per month at the beginning of each month but special allowances would be made in cases of extreme poverty.

Facility Construction:
The building will be constructed of reinforced concrete frame with brick and mortar walls. A volleyball and bad-mitten sports area will be included in the plan along with a recreational area and a casual meeting gazebo.
